We are residents of and property owners in Emmarentia. We wish to make the following submissions on the proposed Precinct Plan for the region into which our property falls, namely Greenside/Parkview/Emmarentia.

1. We support the Emmarentia Precinct Plan submitted by the Emmarentia Residents Association (ERA).
In particular we support the implementation policies proposed therein in regard to Barry Hertzog Avenue (BHA) and Judith Road. In short - mixed use along BHA, only home offices and small-scale home offices on Judith.
2. In regard to BHA we endorse the recommendations of the consultants made at the public meeting last night at Marks Park (mixed use).
3. As an alternative we have no objection to residential identification of BHA up to 40 units per hectare and 20 units per hectare along Judith. It must be noted that at present there are NO businesses or high-density residential developments along Judith (until recently there was one illegal business but the Council has closed it down - thanks for that).
4. We are unpersuaded by the rationale of the Council that, in measuring the effect of development on the residential character of the neighbourhood (whether along mobility routes or otherwise), high-density residential is always better than home offices and the like.
4.1. Regard must be had to the existing residential character of the neighbourhood. A move from large stands in the area averaging 1000 or more square metres to a high-density of 60 units per hectare (effectively 150 square metres per unit taking into account the internal roads) will seriously and in our view negatively affect the character of the neighbourhood. Home offices have far less of a negative impact on the appearance, noise level and traffic level in that neighbourhood than a block of flats or a collection of tiny cluster units.
4.2 In this regard we note with concern, in response to the writer's question, that the Council is not aware of nor done any studies on the comparative effects on property values of the different alternatives mentioned above.
