Sub-Area Nine
Development Objective 1
To retain and enhance the residential character and amenity of Sub Area 9

1. Support residential densification along Lower Park Drive, Emmarentia Drive, Barry Hertzog Avenue and Dundalk avenue (between Kinross Road and Jan Smuts avenue)
|
- Refer to the Precinct Plan
- Retain existing houses and vegetation as far as possible
|
|
2. Contain the Tyrone (Parkview), and Emmarentia neighbourhood nodes.
3. Support expansion of Greenside node to Hoylake Road.
|
- Contain Tyrone (Parkview) node between Ennis and Roscommon; Greenside node extended to erf 185,186, 187, 224, 226, 228, 230, 232 and 234 for office use only and approved rights up to date of approval of Region 4 RSDF; Emmarentia node contain to the existing developed area and approved right, s up to date of approval of Region 4 RSDF.
- No land uses of regional function and extent to be allowed.
- Retain neighbourhood nodes for local neighbourhood functions: supermarkets, florists, fast food outlets, hairdressers, services, etc.

To enhance the mobility functions of arterials and enhance nodal development within Sub Area 9

To enhance existing economic and infrastructure (public and private) investment in Sub Area 9
|

1. Contain the Victory Park Office node with specific reference to:
No further non-residential uses to be supported.

- Protect existing residential and commercial development in the area
- Integrate with regional public transport linkages
|

Development Objective 4
To protect environmentally sensitive areas.
Protect and enhance public parks.

|
1. Protection of Melville Koppies
|
- All development in precinct to comply with JMOSS
- No further granting of Encroachments. Existing encroachments to be monitored and illegal use (planting etc.) to be stopped.
- Enforcement of City of Johannesburg By-Laws and other law relating to:
- Illegal dumping of rubble, garden refuse and litter
- Vehicular encroachment onto the Koppies
- Destruction of Fauna and Flora and Pollution
- Contamination of water courses
- Remove alien invasive vegetation along water courses
- Security - investigate fencing and access control to Koppies

2. Incorporate under-utilised open space to form a functional part of Melville Koppies, with specific reference to:
- Extend Melville Koppies westward to Johannes Street
- Investigate the interaction with the West Park Cemetery as overall cultural and open space system

- Protect existing open spaces
- Protect and promote areas of cultural significance
- Integrate open spaces into JMOSS
|

3. Establish management structures and public private partnerships to oversee and undertake the management and enhancement of parks, open spaces and natural areas, with specific reference to:
- Melville Koppies Nature Reserve
- Jan Van Riebeeck Park
- Montgomery Park
- Marks Park
|
Cost effective management
- Optimal use and protection of these open spaces to the benefit of the region (active and passive recreation)
- No alienation of parks, open spaces or recreation areas until JMOSS has been established.
