(a) Residential 1
6-7 Dwelling Units Per Hectare to be maintained. Residential Nature of All Buildings to be contextualised with the Architectural Character of the area. This shall include 2 subsidiary dwelling units as a primary right subject to the provisions of the scheme.
(b) Residential 2 & 3
Medium density residential development should occur along roads, which are compromised by traffic volumes as according to the density policy (30-40 dwelling units per hectare). These roads have been identified as Lower Park Drive, Emmarentia Avenue and along Barry Hertzog Avenue.
The development along Barry Hertzog Avenue is to be restricted to the area between Greenhill and Gleneagles Roads and is to be evaluated in the medium term. Future development can be phased between Gleneagles Road and Victory Road and along Tana Road in the next phase of development.
The 60 dwelling units per hectare as can currently be found along Lower Park Drive should not be permitted.
Medium density residential development should be permitted along Judith road in the long-term.
(c) Offices
Offices are to be permitted opposite the Gleneagles shopping strip.
(d) Educational
Application for expansion of existing and or new institutional and educational development should in principle be limited to existing facilities and sites and should be assessed on a suitability and needs basis. Illegal uses in this regard to be dealt with by the respective law enforcement authority.
(e) Public Garages
There are currently two garages along the western edge of Barry Hertzog Avenue on erf 1117 and 1108. An application for a public garage along the western edge of Barry Hertzog Avenue has been lodged with the council. We do not support this development as per Precinct Plan
(f) Parking
Proposed office developments are to provide full on site parking. The public can share these parking areas at night time to relieve parking problems around the Gleneagles and Parkview commercial nodes.
(g) Public Open Space
Protect and maintain these spaces. No development to be permitted unless it serves to enhance existing recreational facilities e.g. Marks Park. Developments around open spaces should be designed in such a manner as not to limit views onto these spaces.
