In order to have a focused implementation programme that is aligned to the objectives, strategies were linked to the target deliverable with associated projects and policies/ programmes.
Strategic intervention and targets
In accordance with the Vision 2030 and the IDP, the SDF needs to address the following deliverables:
- Appropriate densities
- Support of public transport
- Ensure clustering and focus of economic activities
- Growth management
- Enhancement and protection of residential environments
- Support of viable service and infrastructure provision
- Guide and direct affordable housing developments
- Environmental management
- Provide a framework for the upgrading and development of previously disadvantaged areas
Region 4 has adapted these objectives in its LIDP/RSDF to suit their circumstances. These objectives have been developed in close collaboration with the community in the region. A significant issue to be highlighted is that the community has resisted land use changes. As a result any land use changes and densification have been allowed very selectively. The objectives of the region also emphasize the containment of existing nodes in order to protect the core residential areas. 4 main objectives have been identified with particular reference to sub area 9, which is the area for which the precinct plan is being developed. These objectives are as follows:
- To retain and enhance the residential character and amenity of the sub area
- To enhance the mobility functions of arterials while also enhancing nodal development within the sub area
- To enhance the existing economic and infrastructure (public and private) investment in the sub area
- To enhance and conserve natural open space and the well managed parks and natural areas within the context of the Metropolitan Open Space System.
The precinct plan for Greenside and Emmarentia will seek to align with the objectives and strategies as set out in the SDF. These are outlined hereunder for ease of reference during the process of developing a precinct plan/s for the area.
