THE INTEGRATED DEVELOPMENT PLAN
The vision outlined above informs the Integrated Development Plan for the city and its various regions. This IDP aims to integrate the city both spatially and sectorally.
The following three objectives were identified to realize the cities spatial framework. These are to:
- Create a sustainable urban environment
- Promote urban efficiency of the cities various components
- Ensure optimal accessibility to opportunities and city experience.
2.1.3 POLICIES
Certain policies are attached to the strategies and start to guide the way implementation will occur.

- Combat urban sprawl
- Manage growth
- Create economies of urbanisation
- Focus on infill development, redevelopment, transportation orientated development and densification
- Protect natural environment

Movement system
|
- Changing from predominant private vehicle system to public transportation oriented system
- Ensuring that the mobility function of the major roads are retained and enhanced
- Ensuring that the movement system directly links with, and is supported by, strong high- intensity nodes and higher residential densities.

Nodal development
|
- Nodes are classified in terms with their relationship with the movement system
- Specific management measures are proposed to ensure managed growth and to protect public and private investment in and around nodes- this means that some nodes might be contained and others stimulated.

Environmental management
|
- Creation of a network of open space
- Establishment of eco- reserves
- Catchments management
- Prevention and reduction of pollution
- Energy efficiency
- Provision and preservation of open space in support of the urban and structure

Sustainable neighbourhoods
|
- Residential densification is supported in and around nodes and along major movements lines.
- New development should complement the urban structure through adequate provision of social and economic amenities
- Layouts should be focused on creating sustainable neighbourhoods with a variety of housing options
- No further extension of peripheral townships
- Provision in affordable housing should focus on rental accommodation, unblocking the problems in the housing delivery process and ensuring that settlements conform to sustainable development principles.

Corridor development
|
- Corridor development is a spatial intervention that deals with social, economic and environmental issues
- The two proposed corridors are:
- A north- south corridor along the M1 highway
- An east-west corridor including the inner city, the mining belt and areas south of Ontdekkers Road
- In the short to medium term existing elements can be expanded on, while new elements can introduce in an incremental fashion.
- Corridor development is therefore a long term strategy
