This review of the city's strategies and plans does not intend to reiterate these plans but rather to highlight the elements relevant to the development of precinct plans in the City of Johannesburg particularly the precinct which is the focus of this exercise. 

POLICY CONTEXT

 

2.1.1 VISION 2030

 

In 2002 the City of Johannesburg launched its 30 year vision in a comprehensive vision document that became known as Joburg Vision 2030. This vision would guide the long term development of the city. The vision was stated briefly as:

 

 "BUILDING A WORLD CLASS CITY"

 

There are a number of component parts that make up this vision and are important from a spatial point of view:

"Building" implies that it is a process that will occur over a period of time.

"World Class" refers to having infrastructure and services that are of an appropriate standard to ensure that land use is optimized. It is a base to attract and enhance the viability of the land use system.

The "African component means that our heritage has to be respected and protected in terms of culture as well as the built and natural environments.

The concept of "city" acknowledges that understanding people and their needs is essential to understand the city.

This vision lays the foundation for a development strategy as it includes the full spectrum of development aspects. These are economic and social development, environmental management, as well as political and institutional performance.

 

KEY THRUSTS TO ACHIEVE THE VISION

  • Ensure safety and security through prevention
  • Deliver the foundations for growth and development: Housing, Infrastructure and services.
  • Human development through empowerment and opportunity
  • Economic Growth through competitiveness, knowledge and entrepreneurship

Administrative Region 4 has adapted the cities vision to suit its circumstances. It states its adapted vision as "

 

 "DEVELOPING A PLACE OF HIGH QUALITY LIVING FOR ALL"

 

All development options and guidelines should be guided by this vision.
