1.1 PRECINCT PLAN
1.1.1 PURPOSE OF THE STUDY
The Spatial Development Framework requires the compilation of detailed local area plans and precinct plans for detail functional areas or geographic areas within the metropolitan area.
1.1.2 DEFINITION
A precinct plan seeks to implement city-wide strategies and policies on a site-specific basis, which will contribute to the overall development of the Region and the City as a whole. The SDF further notes that, "The precinct plans and local area plans must be guided and compiled in line with the parameters contained in the Spatial Plan, UDB and Capital Investment Framework."
Thus, in essence a precinct plan starts to provide clear guidelines for the development of a defined area at a micro scale.
STRUCTURE OF THE DOCUMENT
The Precinct Plan document is divided into three sections as described below.
SECTION A: POLICY CONTEXT
This section outlines the existing legislation and contextualises the policies for the precinct. The reader can therefore obtain more clarity in terms of the strategy implemented in the proposal in Section C.
- SECTION B: PRECINCT STATUS QUO
This section outlines the status quo of the precinct including the current land uses, road and transport networks, infrastructure and services, and conservation and environmental controls. This section together with Section A provide the enabling framework for the proposals made in Section C.
- SECTION C: FINAL PROPOSAL FOR A PRECINCT PLAN
This section outlines the proposed Precinct Plan, the proposed interventions, development controls and site development plan (SDF) requirements based on the discussions carried out in Sections A and B.
N.B. The Greenside / Emmarentia / Parkview Development Framework / Precinct Plan gives further detail to the RSDF document and does not super cede it. The applications currently approved by council will not serve, as precedent and all future applications contrary to this precinct plan will not be supported by Counci
