We discussed the following issues:
1) Tendering
As discussed at the AGM, ERA will be employing one service provider to manage Emmarentia's security needs.
It was agreed upon to send out a Proposal for Service Agreement for Security companies by the end of May. This will be advertised in the Caxton newspapers and in the Star. Other avenues of advertisement to be decided upon.
A short list of companies will be selected by the Tender Committee. A Tender Document will be finalised by the end of July and sent out to the short listed security companies. The companies will be given a certain time to respond. The selection process will be handled in a professional manner.
2) Section 21 Company vs. Pty Company
Several lawyers who have volunteered their services and will be approached by the committee to assist in the best choice of a Section 21 company vs. a Pty Company for this security initiative. Lonehill has offered their expertise and experience in this matter. It was agreed upon that because of the financial and contractual points, that for the security initiative to be a Voluntary Association is not an option.
3) Joint effort between Emmarentia and Greenside
It was agreed that the chair of ERA will contact the chair of GRA and discuss a joint effort in this security initiative. If there is an interest then it will be presented to each residents association. The ERA Executive Committee has agreed that it would be in both parties' best interest to work together in this initiative.
4) General security management
Communications and Marketing
It was agreed upon that communicating ERA's security plan and ongoing progress report needs to be done on a frequent and effective basis. We will use Caxton newspaper, ERA's website, flyers handed out to the public at strategic places and the newsletter as well of other means yet to be decided upon. A team will need to drive this.
There will be a paid manager to oversee the security and environmental issues when we have enough households joining this initiative.
Capital and Environmental funds
We are still discussing the details of starting a Capital and an Environmental fund.
Project plan
Hamish and Anne will use the Proposed Security Plan to draw up a Project Plan.
